- The North American Death Care Regulators Association (DCRA) is an Iowa non-profit corporation. DCRA's Membership consists of governmental units vested by law with the authority or duty to administer or enforce a law regulating the preneed sale of merchandise and service in the death care industry or having for its purpose the regulation or supervision of cemeteries.
- Each governmental unit represented by an individual employed as an administrator, director, supervisor, investigator, examiner, auditor, attorney, compliance officer, or other appropriate staff person and does not include industry members of a regulatory board or commission. Individuals representing the governmental unit are entitled to hold office, to serve on a committee as a voting member, and to attend all meetings of the corporation. Each governmental unit or agency has one vote at the annual association meeting. DCRA's purpose and objectives include:
- Promoting a forum for discussion of mutual problems and concerns of cemetery and other death care regulatory and enforcement agencies and providing a medium through which members confer, consult, and assist governmental units and other agencies or organizations in addressing problems affecting the public and death care industry.
- Promoting, insofar as practicable, the uniformity in legislation, having for its purpose the regulation of cemetery operators, preneed sellers and salespersons, the suppression of fraud therein, and the procedures thereunder.
- Promoting, through cooperative effort, civil and criminal enforcement for violation of cemetery and other death care laws.
- Formulating, insofar as practicable, uniform policies, forms, and other matters relating to cemetery and other death care regulation and civil or criminal enforcement of cemetery and other death care laws or such other laws as administered by the members.

- Engaging in the process of educating government agencies and other interested parties through seminars, conference, publications, and other means.
